F. Richard Leach
Mr. Leach began his legal career as an Assistant Harris County Attorney in the Public Law Section. His responsibilities included delinquent tax collection, representing the State of Texas in involuntary civil commitment proceedings involving alleged mentally ill and chemical dependent persons. The proceedings were both bench and jury trials. He prepared opinion memoranda, local and intergovernmental contracts. Additional trial work included defending Harris County in State Court and Federal Court lawsuits. After learning the art of “lawyering”, Mr. Leach entered private practice as a general commercial trial attorney, where his career led him to be a co-founder of Leach & Minnick, P.C.

Gloria A. Minnick
Ms. Minnick is a 6th generation Texan. As an Assistant City Attorney, Ms. Minnick handled wrongful death, personal injury defense, negligence, property damage claims, purchasing/vendor fraud, tort, employment and contractual causes of action in State and Federal administrative venues and courts and State Trial Courts and Courts of Appeal. Ms. Minnick also coordinated Public Works and Engineering Department risk management cases. Ms. Minnick is a co-founder of Leach & Minnick, P.C.
